Learning & Development Coordinator

Opportunity

 

This role is responsible for the development, coordination, and facilitation of the Agency’s Learning and Development Program. Learning at PCRS is delivered primarily through our Learning Management System (UKG Pro Learning), with additional live sessions delivered by our in-house facilitators, typically in-person.

 

This role reports to the Director, People and Culture, and works closely with the Human Resources team, Agency leaders, and subject matter experts including external facilitators, to develop and deliver learning that meets funder and regulatory body requirements, and enhances Agency staff’s knowledge and skills on the job.

 

Applicants who are invited to interview for this vacancy will be asked to share a learning portfolio project with the hiring panel, to illustrate their learning design skills. In the interview, they will have 10 minutes to walk the panel through their approach. A more detailed brief will be shared when scheduling the interview with short-listed candidates.

 

This role is eligible for a 9-day-fortnight flex schedule and can be based from either our Vancouver or Surrey administrative offices.

The role is a hybrid position with the option to work from home several days per week, while office space is always available.

Local travel to various PCRS sites may occasionally be required.

Responsibilities

1) Learning Materials Development (35%)

• Collaborates with leaders and subject matter experts to identify learning and development needs across the Agency

• Plans and implements an effective learning and development curriculum of mixed delivery methods geared towards adult learning, within the context of the PCRS mission, vision and values

• Gathers content from subject matter experts to develop courses

• Develops informal learning resources and structured e-learning modules and courses, primarily using tools such as the Articulate suite and Canva

• Scripts, narrates, screen-records and edits a range of instructional videos using Camtasia

• Ensures existing learning content is kept up-to-date and relevant, with planned improvements

• Communicates new learning resources to the Agency and educates leaders on using new materials

2) LMS Management & Configuration (35%)

• Owns the configuration of our Learning Management System (LMS), ensuring the smooth operation of all automated assignments, reassignments and training registrations, and updating rules when new content is published

• Stays updated on vendor roll-outs and enhancements, conducting user-testing for new or updated system functionality as appropriate, and preparing the Agency for public roll-outs

• Maintains all learning content with the UKG Pro Learning Content Management System (‘Library’) to ensure all resources are relevant, accurate and up-to-date

• Acts as the primary contact for all LMS queries, troubleshooting with staff and ensuring technological issues are resolved quickly and professionally

• Collaborates with Agency partners to ensure data integrity between connected systems

3) Coordination & Administration (20%)

• Monitors the centralized Learning email inbox to provide timely learning support to staff, on all matters related to learning & professional development

• Owns and maintains the Agency’s learning calendar by coordinating with in-house trainers to organize live sessions (Mental Health First Aid and Mandt)

• Administrates class schedules in the LMS, and monitors registrations, updates attendance records and oversees certificate uploads

• Communicates learning & development opportunities to the Agency via newsletters, emails and LMS announcements

• Supports staff in their applications for PCRS’ professional development schemes

• Occasionally, facilitates live in-person and virtual learning sessions, and supports course participants with attendance, technological issues, certificate delivery etc.

• Negotiates contracts and schedules for learning services with internal and external partners (vendors, content suppliers and training providers).

4) Evaluation & Reporting (10%)

• Evaluates the success of and opportunities for improvement in learning materials using feedback surveys, exit interviews, facilitator input etc.

• Reports on Agency learning attendance, successes and opportunities to the Director, People and Culture.

• Contributes to the development and maintenance of Human Resources reporting dashboard

Qualifications

• Bachelor’s degree in a relevant discipline, combined with 3-5 years’ experience in a relevant field.

• An equivalent combination of education and experience will also be considered.

• Proven experience applying adult learning principles to learning design projects.

• Proven experience configuring and administrating a Learning Management System.

• Tech-savvy, with experience and confidence utilizing instructional design tools (Articulate Rise and Storyline; Canva; Camtasia or similar video-production software).

• Excellent verbal and written communication skills.

• Self-starter and ability to work independently, as well as part of a cohesive team.

• Excellent prioritization, organization, project management, and time management skills.

• Excellent computer skills; Microsoft Suite applications and SCORM knowledge are required.

• Criminal Record Check including vulnerable sector.

Additional Assets

• Strong relationship-building skills, and the ability to support staff in a variety of roles.

• Management or supervision experience.

• Basic knowledge of HR best practices, policies and procedures.

• Certification as an Instructor in a learning program which is beneficial to staff in social services, such as Mental Health First Aid (MHFA) or Mandt.
