Opportunity

PCRS is seeking an experienced outreach team leader for our unique IRAYL program.

Based in Surrey, the Team Lead for the IRAYL Program provides leadership, coordination, and on-the-ground support to a multiregional team of Youth Outreach Workers delivering immediate response and referral services to youth congregating around SkyTrain stations and transit hubs across the Lower Mainland. This role supports consistent, high-quality service delivery in fast-paced communities and transit environments.

This is a hybrid leadership role that blends youth engagement with supervisory responsibilities. The Team Lead works alongside the outreach team, regularly participating in direct outreach and stepping into direct care roles for coverage during staff vacation, illness, or emergent situations. This is an outreach position and requires the ability to carry a backpack with outreach supplies and respond effectively in dynamic transit settings in all types of weather (sun, snow, rain).

The Team Lead brings a strong understanding of the complex challenges facing vulnerable youth, including poverty, street entrenchment, youth gang involvement, substance use, FASD, and mental health concerns. They have excellent skills in relationship building both with youth and community partners. They support staff scheduling, training, mentorship, and performance guidance, while modelling best practices in outreach, crisis response, and relationship-building. The role requires strong communication skills, sound judgment, and the ability to foster a collaborative, trauma-informed team environment.

This role is not eligible for a remote work agreement, and availability is required for a range of shifts between 10:00 a.m. and 11:00 p.m., Monday to Friday, with flexibility to meet program needs including the occasional weekend participation.

Responsibilities

  • Work with the Manager to ensure effective program operations, finances, quality assurance, and service delivery; implement contract requirements and monitor, report, and assess performance related to contract outcomes.
  • Represent the program and PCRS by participating on committees such as local TransLink meetings, various hard target meetings in Vancouver, New West, Burnaby, Tri-Cities along with other working groups, and community networks relevant to the program.
  • Build and maintain effective relationships with funders, partner agencies, government officials, volunteers, and community groups
  • Understand and apply PCRS policies and procedures.
  • Support, mentor, and develop an engaged, collaborative, and effective staff team.
  • Oversee the development, documentation, and ongoing review of all program components, including implementing and monitoring evaluation processes to meet agency and funder requirements.
  • Maintain accurate and timely documentation, including Service Unit Hours.
  • Ability to carry a backpack with outreach supplies (e.g., snacks, resources, hygiene items, harm reduction supplies, socks, toques) and assist youth in accessing items they need.
  • Work outdoors in all weather conditions, including rain, snow, heat, and cold.

Qualifications

  • B.A. in a related field plus two years’ related experience, or a Child and Youth Care or Youth Justice Diploma plus four years’ experience, or a combination of related work experience and education with at-risk youth.
  • 2 years program leadership within youth services or similar field.
  • Candidate must have relevant leadership/supervisory experience.
  • Effective team building and mentoring skills.  
  • Strong verbal, interpersonal, presentation, and written communication skills.  
  • Excellent time management skills: ability to balance multiple, often conflicting priorities.  
  • Criminal record check including the vulnerable sector.
  • Valid BC driver’s license & Vehicle with Business insurance

Additional Assets

  • Knowledge of communities in the Lower Mainland along the 4 existing Skytrain lines (Expo, Evergreen, Millennium and Canada).
