Opportunity
Reporting to the Chief Executive Officer, this position is responsible for providing vision and leadership to substance use and mental health services ensuring that the organization's strategic objectives and operational plans are carried out to provide effective and efficient delivery of services.
The position provides leadership, oversight, growth and development for PCRS' Surrey Substance Use and Mental Health Services. In collaboration with Managers/Supervisors, the role oversees the Foundry Surrey, Quick Response Program, DEWY, Astra and Prevention programs.
The Director must be skilled at engaging with senior levels of government, community and corporate partners, as well as leading and developing high functioning staff teams. The role includes program development, formulation and monitoring of financial budgets and results, asset/fund development, as well as monitoring quality services and measuring service outcomes.
The ideal candidate will have strong communications skills with a proven ability to build staff morale through creating a positive work environment. The Director participates in agency senior management meetings, strategic planning, and attends Board and community meetings as needed.
The successful applicant will inspire, lead and engage staff at all levels to ensure the guiding values, strategic objectives and operational plans of PCRS and the program are carried out. The Director will oversee a trauma informed, strength-based approach to provide effective and efficient services to our participants.
Responsibilities
- This position requires a high-level leader who is able to function independently and frequently under pressure while leading multiple staff, concurrent projects and deadlines.
- The Director will have an excellent understanding of service operations and management, resource allocation, applicable legislation, staff leadership, advocacy, team building, contract management, culture sensitivity, and service evaluation.
- As a member of the senior leadership team, the Director is involved in operational planning and representing PCRS at Board and community meetings, which may include travel to a various PCRS locations.
Qualifications
- Relevant BA or Master’s degree plus 10+ years’ experience in a senior leadership/manager position responsible for the development, implementation and evaluation of operational programming related to mental health and substance use, residential care, supportive housing or equivalent. We will consider an equivalent combination of education and experience.
- A trauma informed approach is required.
- Criminal record check including the vulnerable sector
- Class 5 Driver’s License, acceptable driving record, reliable vehicle with business insurance
Additional Assets
- Demonstrated experience in program management, staff leadership of a multi-disciplinary team of professionals, supervision, fiscal and contract management, and budgeting.
- A thorough knowledge of relevant government legislation.
- Experience working with target population including youth and adults dealing with mental health and substance use challenges, homelessness, unemployment, etc.
- Experience creating and working within a culturally inclusive environment for staff, partners, and participants.
- Knowledge of incorporating Indigenous cultural healing practices into programming.
- Experience developing significant funding proposals.
- Effective team building and mentoring skills.
- Strong verbal, interpersonal, presentation, and written communication skills.
- Excellent time management skills: ability to balance multiple, often conflicting priorities.
